EXPERIENCE

Norberto J. Leal brings a comprehensive background in construction law, civil litigation, and administrative law to his representation of clients across the construction industry. He has advised and defended architects, engineers, contractors, and subcontractors in a broad range of construction and design defect disputes. With a practical, solutions-oriented approach, Norberto is committed to helping clients navigate complex legal challenges efficiently and effectively.

Norberto earned his Juris Doctor from the University of Puerto Rico School of Law and holds an LL.M. from Florida State University. He also holds graduate degrees in engineering and construction management, which complement his legal practice with technical depth and industry insight.

He began his legal career litigating construction-related claims from inception through trial and appeal. His experience includes handling matters involving construction defects, scope of work disputes, liens, insurance coverage issues, breach of contract claims, and regulatory proceedings before agencies such as the Florida Department of Business and Professional Regulation. Norberto has also developed appellate strategies and drafted persuasive briefs to defend his clients’ interests at the appellate level.

Prior to practicing law, Norberto worked in the construction industry as an estimator and construction manager. This hands-on experience gives him a unique perspective and a practical understanding of the technical issues that often arise in construction disputes. His combined legal and technical background makes him a trusted advisor to clients seeking strategic, knowledgeable counsel in construction-related matters.
